It is important to note that the Management layer is built on the foundational Communication and collaboration layer to reflect the collaborative nature of
managing an OpenUP project. The manager should not plan an iteration in isolation, and then tell the team members
their assignments. Instead, the manager should be more of a coach, involving the entire team in the planning process to
ensure that:

Everybody’s knowledge is reflected in the plan

All team members estimate their own work

Each team member signs up to take on a task, rather than being told exactly what to do

The Management layer is written in such a way that your organization can modify it to fit your development style,
without necessarily affecting how you deal with the other layers (Solution layer and Intent layer).
